What is a reflowable ebook?
A reflowable ebook has no fixed pages. Its text rearranges itself to fit the screen and the type size the reader picks, so one file reads well on a phone, a tablet and an e-reader. KDP says its eBooks are reflowable by default.
What it means in practice
The reader sets the type size and the screen sets the line length, so you cannot control where a line or a page ends. A running head, a page number on a contents page, or two pictures placed side by side on a spread will not survive the way they do in print.
That suits text that reads straight through. It suits a coloring page or a worksheet badly, because those depend on the page itself. The alternative is a fixed layout.
How Chapbook uses it
Chapbook’s EPUB 3 is reflowable, with a navigable table of contents. The digital PDF of the same book keeps fixed pages, so you can offer each reader the one that suits their device, as PDF vs EPUB explains.
An activity pack has no EPUB at all, because a reflowable coloring page is no use to anyone. To see the difference, download both files of the sample on this page, then open the EPUB in a reading app and change the type size.

Questions people ask
Does a reflowable ebook have page numbers?
Not fixed ones. The number of screens depends on the device and the type size the reader chose, so a page in one reader's view is not a page in another's.
Is a Chapbook EPUB reflowable?
Yes, always. Chapbook does not make a fixed-layout EPUB. For pages that must stay exactly as typeset, use the PDF.
